Pattern:

CH 19
Row 1: Sk 3 CH (counts as DC), work DC2tog in each CH until last ch, DC in final CH. Turn
Row 2: CH 3 (counts as DC) DC2tog between the first DC and next cluster, *DC2tog between next 2 clusters* Repeat ** across until 1 Cluster and DC (turning chain) remain. DC into top of TC. Turn.
